Joël ROQUIGNY was born in 1959 in the Seine Maritime region. He studied Fine Arts in Lillebonne from 1985 to 1987, he then takes classes with the painter Marcel CANDÉ, from 1987 to 1991.

He has been elected in 2004 on the AYAC committee (the Yvetot Association of Cauchois Artists).

Since 1990, Joël ROQUIGNY participates in different regional exhibitions (see upper).
